I kinda sorta improved, but not as much as I would have liked. Here's how I did:

*RIT and some other schools take the best scores for each individual section and recalculate a new test score to use for admission and scholarship qualifications.
So in the end, the only improvement I made in the ACT was adding in a writing section for the schools that require that, but the composite score didn't change at all. =/
On the other hand, my SAT score went up by 60 for schools that simply take the best score and by 90 for schools like RIT that recalculate. That's not too shabby, if I do say so myself.
The real bummer is that my scores are so low that I have a slim to none chance of winning a Presidential Scholarship from UB. I have the required 95 high school GPA fine, and 33 on the ACT is the minimum, but the site says the AVERAGE numbers for scholarship winners last year were 98 high school GPA (I'm hovering around 96) and 1503 combined critical reading and math scores on the SAT (I had an underwhelming 1390). Yikes.
But hey, there's always a chance. =)
